Are there any apps for Windows Phone that can Chromecast? Is it even possible? That would be great.

Nah, but I really wish there were some. I have a Chromecast but basically have to borrow an Android phone or use Chrome for PC.

There is an app called Tube Cast on the Windows Phone store. I haven't tried it for myself. This is the app description:
